Economist, Home Office

Ken Low is the Head of Law Enforcement Economics at the Home Office. He has responsibility for about 20 major law enforcement programmes of which nine are in the Government Major Projects Portfolio. He collaborates closely with the NCA, policing (ranging from firearms licensing to NPAS) Ambulance and fire and rescue services. Ken is a subject matter expert in economic appraisal with departmental wide responsibilities. He led the economic response to Grenfell, delivering a new Fire Safety Order implementing more stringent fire safety measures while safeguarding individuals and strengthening Fire and Rescue Service roles. He directed the response to the Windrush Comprehensive Improvement Plan, enhancing scrutiny of government proposals leading to more informed decision-making. He sits on the National Fire Data Collection System Project Board, regularly contributes to the Government’s Chief Economist Appraisal Group and leads the World Bank Seminar series to foreign governments on appraisal in impact assessments. He provided expert testimony to the High Court to ensure the Government could retain its Economic, Efficiency and Effectiveness test. He was the Chief Economic Forecaster at the University of Strathclyde, providing the scenario analysis forecasts for the Iraq War for the US Congressional Budget Office and UK Government. He has specialised in research on labour markets, innovation and entrepreneurship and published on economic and monetary union. Ken regularly teaches on micro-economics, labour and econometrics building capability across his teams and the Government Economic Service. Previously he worked as an economic consultant to a variety of clients, specialising in the whisky industry
