Simon Parr
Simon Parr has been the Senior Responsible Owner for the Emergency Services Mobile Communication Programme (ESMCP) for four years. As Senior Responsible Owner, he is responsible for ensuring the programme meets its objectives and delivers a safe, reliable and resilient service that meets the services’ needs. He works closely with the most senior stakeholders in the emergency services and across Government, and is held to account by parliament for the programme's budget, delivery and planning.
Prior to joining the Home Office, Simon was a police officer with 32 years’ service. He retired in 2015 after five years as the Chief Constable of Cambridgeshire Constabulary. Both prior to retirement and since he has been involved has been involved with policing technology programmes at a national level since 1997. He brings many years of senior operational policing leadership experience and has an in-depth understanding of complex police IT transformation programmes.
Simon has also been awarded the Queen's Police Medal in 2014 for his services to policing whilst Chief Constable.
